A non-partisan, evidence-driven NGO built on the conviction that genuine democracy starts with the people.
The People Initiative Charter — commonly known as PIC — is a non-partisan, non-governmental organisation registered in Zambia in 2020. Based in Lusaka, we work at the forefront of democratic governance, advocating for electoral integrity and accountable leadership across Zambia and the broader African continent.
Our name reflects our founding conviction: that the people — all people — must be at the centre of every democratic process. Democracy is not handed down from above; it is built from the ground up, by citizens who are informed, engaged, and empowered.
"A democratic Africa where electoral processes reflect the genuine will of the people."
"To promote democratic governance, electoral integrity, and accountable leadership through professional election observation, civic engagement, and evidence-based advocacy."
PIC was established in response to growing concerns about the integrity of electoral processes in Zambia and the wider region. Recognising that genuine democracy requires more than periodic elections, our founders set out to build an organisation capable of providing independent observation, rigorous evidence, and credible advocacy to support lasting democratic reform.
Since our registration in 2020, PIC has grown into a trusted voice in Zambia's civil society landscape — partnering with communities, institutions, and fellow organisations to safeguard the democratic rights of every Zambian citizen.
Our assessments are made solely on the basis of evidence and established democratic standards — never politics.
PIC staff and volunteers are held to the highest professional standards in the field and in our reporting.
We publish our findings openly and hold ourselves to the same standards we demand from others.
We actively reach out to women, youth, persons with disabilities, and other historically marginalised groups.
Our advocacy positions, observation reports, and programme designs are informed by verified data and research.
PIC's impact is amplified through strategic partnerships with civil society organisations, international bodies, and government institutions. We have participated in programmes with the UNODC, the International Service for Human Rights, and numerous regional governance networks.
These partnerships allow us to bring global best practices to Zambian soil, and Zambia's democratic experience to the international stage.
